I have a tattoo of this design, point up.
My interpretation of the design is as a solar symbol. The 24 outside panels representing hours in a day and the central triangle being sunrise, mid-day and sunset.
As a solar symbol, it's a masculine form, the triangle upward pointing being associated as a rudimentary phallic symbol (the inverted triangle being feminine and a womb).
So my interpretation of this design would imply that the correct orientation is point up, to understand it's meaning.
